Limits on Nanny States will let in the Black Market

The Betting and Gaming Council (BGC) has reminded MPs that nanny state regulations won't shield British gamblers.
The trade group urges the government to heed the facts that, according to 67% of participants in a recent YouGov study, "mandatory spending limitations on betting risk sending more individuals to the risky, unregulated betting black market."
 
I think this called for review in the side of the government. The parliaments should realize that it is when they enacting appropriate legislations that would discourage excessive spending on gambling that positive achievements would be recorded.
