It's casino or bust for a lot of the businesses hoping to get one of the three downstate gaming licenses that New York will eventually grant. Not every organization vying for one of the three casino licenses is without options. It's possible that Queens' MGM Resorts International's Empire City Casino and Genting's Resorts World New York won't receive traditional casino licenses and will stay slot-only establishments.
